For years the Port of Barcelona and the coast was occupied by numerous rows of mussels nurseries. Floating nurseries that favoured the breeding of mussels and belonged to the Mussel Fisherman’s Union. There were as many as sixty in 20 year permits for nurseries, meaning the Union had to pay 40,000 pesetas per year and 10,000 pesetas to the Regulatory Board.
At least each mussel fisherman had a secure place and did not need to worry about his production. Before the regulation each mussel fisherman set his ropes wherever he saw fit.
